The key functions of the Construction Officer are:
(1) liaising with the Rail AFCS Manager (concurrently as Lead Project Engineer) with respect to requirements gathering, planning, and execution of all AFCS design-related deliverables, including but not limited to: Preliminary Design, Detailed Engineering Design (DED), User Interface Specifications, and other design-related documentation as defined in the Project’s Terms of Reference (TOR), Scope of Work and Deliverables.
(2) assist the Rail AFCS Manager in defining and finalizing Technical, Material Standards and Specifications in the fulfillment of the Project’s TOR, Scope of Work and Deliverables and in full compliance with the relevant quality standards and requirements.
(3) work closely with the Project Team to ensure that project deliverable are accomplished on time, within budget and within acceptable quality standards.
Job Roles and Responsibilities
- Site Construction Management: prepare the construction program, including the work site supervision plan and the site operation plan in accordance with the overall Project work scope and work breakdown structure (WBS), the frequency of which shall be mutually agreed with all concerned parties prior to carrying out the works; prepare the workforce loading (or manpower resource deployment) plan; prepare plans for schedule control and materials control; facilitate the securing of work permits and clearances, liaising with the EPCC for compliance with all onsite requirements in order to proceed with the works.
- Project Design and Documentation: drafting, executing, revising and finalizing, in a timely manner, all design-related documentation and deliverables in accordance with the project’s scope of work and Terms of Reference (TOR), based on guidance and instruction from the Lead Project Engineer and/or Overall Project Manager, as well as incorporating relevant inputs/feedback from relevant project stakeholders.
- Technical Assistance: render technical assistance and provide recommendations and inputs with respect to AFCS- and engineering-related issues and concerns, including but not limited to: technical and user interface specifications, material specifications and standards to facilitate procurement, manufacturing and other related activities; compliance with health, safety and environment standards, requirements and regulations; conduct of site inspections and verification activities; among other related tasks.
- Coordination with Project Team and Project Stakeholders: coordinate with other members of the Project Team in fulfilling project deliverables, participate in internal and external meetings for coordination, alignment and other purposes.
- Pre-Site Preparation and Pre-Installation Support: provide inputs, recommendations and assistance to the Project Team prior to the conduct of site preparation, installation, testing and commissioning and related works and activities on the actual project site, including but not limited to the preparation of work methodology statements, job hazard analysis (JHA), site inspections and assessment, materials inspection and evaluation, compliance with health, safety and environment (HSE) regulations and policies, based on project TOR and other Client requirements.
- Performance of Ad Hoc Tasks: handle all other ad hoc tasks, responsibilities and assignments as may be required and/or endorsed by the Lead Project Engineer or the Company, from time to time, in the interest of exigency.
Qualifications:
- Graduate of Business, Management, Economics or Engineering (or related) degree(s) preferred.
- With relevant end-to-end experience of at least two (2) years specific to Rail AFCS infrastructure projects.
- Relevant experience in cross-functional coordination and group/team dynamics preferred.
- Excellent oral and written communication skills.
- Familiarity and experience with Rail AFCS equipment, parts and components.
- Above average Engineering and Technical design competencies, including familiarity with AutoCAD or any similar design software tools.
- Proven ability to successfully work with internal and external stakeholders in a fast-paced, results-driven environment.
- Proven ability to leverage and efficiently mobilize internal and external resources to achieve project goals and objectives.
- Self-starter with a results-oriented mindset, able to work with minimal supervision, has a keen attention to detail, and a team player.
